ABOUT ANDREW

Thoughtful, Pragmatic Leadership for North Oaks

My wife, Nina, and I moved our growing family to North Oaks because we wanted our children to have access to nature and the freedom to enjoy the outdoors. Today, with four children ages 11 to 18, we feel fortunate to live in a community where our kids can bike to the beach, explore independently, and grow up surrounded by natural beauty.

For the past two years, I have served on the North Oaks City Council, where I have asked tough questions, pushed for greater transparency, and advocated for meaningful citizen involvement in city government. I hold a Master of Urban Planning degree and an MBA, and my experience in city planning, commercial banking, business management, and real estate—including serving as an officer and board member of a private investment company managing commercial real estate and 10,000 acres of timberland—has given me the perspective and practical skills to be an effective, thoughtful member of the City Council.

WHAT I’LL WORK ON

Restore the ability of residents to make proposals for real engagement with the City Council.

✓ Property Tax Accountability

Audit recent increases and publish a plain-language explanation of where every dollar goes.

✓ Open Session Governance

Push major decisions into open session so residents can observe and hold the Council accountable.

✓ NOHOA & City Coordination

Work constructively with NOHOA to maximize the value of both dues and taxes — no duplication, no gaps.

✓ Data-Driven Decision Making

Bring evidence and analysis to every significant vote rather than relying on anecdote or tradition alone.

✓ Natural Resources Stewardship

Initiate strong collaboration with VLAWMO and our Natural Resources Commission to protect lakes, wetlands, and trails.

In the coming years, North Oaks will face important decisions involving roads, utilities, city services, development, and other long-term investments. My background in planning, finance, and business will help me evaluate those needs carefully, balance near-term costs with long-term value, and bring a practical, disciplined approach to city spending.

I also believe residents deserve a city government that is open, responsive, and easy to understand, and I’ve pushed my colleagues to adopt these values during my first two years on the Council.  I will continue to work to make Council decisions and the information behind them clear and accessible, while listening closely to residents and protecting the lakes, forests, trails, wildlife, and informal community character that make North Oaks such a special place to live.
